Strengthening Investigative Practice Across Gloucestershire Constabulary

London Policing College partnered with Office of the Police and Crime Commissioner and Gloucestershire Constabulary to design and deliver two specialist investigative programmes aimed at improving the quality of investigations involving vulnerable people.
The programme addressed two significant operational priorities:
1. Improving investigations where domestic abuse may have contributed to a victim taking their own life; and
2. Strengthening the investigation of offences involving children and young people as victims and witnesses.
Designed and delivered by experienced senior investigators, both programmes combined evidence-based practice, realistic investigative scenarios and intensive skills development to improve investigative capability, confidence and operational decision-making.
Early operational feedback demonstrated improvements in investigative quality, safeguarding practice and the confidence of investigators working with vulnerable victims.
DELIVERING OPERATIONAL IMPACT
Independent Evaluation
An independent evaluation commissioned by the UK Home Office concluded that the programme was highly effective in strengthening leadership capability and influencing operational practice across the Vietnam Police.
The evaluation identified sustained improvements in leadership understanding, investigative planning and organisational approaches to managing complex digital investigations, demonstrating that the programme had delivered meaningful operational and organisational benefits.

Following the identification of capability development needs through HMICFRS findings, force performance reviews and extensive engagement with investigators, supervisors and the learning and development team, London Policing College designed an innovative learning solution that combined a broad investigative curriculum with highly focused operational delivery. Using immersive digital learning, professionally produced investigative scenarios, trained actors, realistic case material and facilitated practical exercises, the programme enabled officers to develop the confidence, judgement and investigative skills required to deal with two of policing's most challenging and emotionally demanding areas of practice.
Rather than teaching legislation and practice in isolation, investigators experienced realistic operational situations where they had to assess evidence, make decisions, engage with victims and colleagues, and justify their investigative actions. The result was learning that enhanced organisational capability, developing officers knowledge, skills, confidence, professional judgement and operational performance.

EVIDENCE OF IMPACT
The programme evaluation found consistently strong improvements in participant understanding, confidence and intended operational practice.
Participants reported increased confidence engaging with children, improved safeguarding awareness and a clear intention to apply learning in operational investigations. The evaluation also identified measurable changes in recording quality, investigative questioning and child-centred practice.
