Building Digital Capability to Combat Human Trafficking in Vietnam

Developing leaders to respond to the growing complexity of digital investigations

As digital evidence became central to serious and organised crime investigations, Vietnam Police recognised that investigation leaders required new leadership capability to manage increasingly complex human trafficking investigations.

Working with the People's Police Academy of Vietnam, London Policing College designed and delivered a bespoke national leadership programme focused on leading digital investigations, operational decision-making and the strategic management of technology-enabled crime.

Rather than teaching investigative techniques alone, the programme helped leaders understand the operational implications of digital evidence, including investigative planning, specialist resource requirements, leadership decision-making and organisational capability.

Operational Impact

The programme strengthened leadership capability across investigation teams by improving understanding of the time, resources and specialist expertise required to investigate complex digital human trafficking cases.

This enhanced capability supported more effective investigative planning, better deployment of specialist resources and greater confidence in leading digitally enabled investigations.

The improved leadership approach contributed to the successful disruption of organised criminal networks involved in human trafficking, including investigations that resulted in arrests and significant operational activity.

Independent Evaluation

An independent evaluation commissioned by the UK Home Office concluded that the programme was highly effective in strengthening leadership capability and influencing operational practice across the Vietnam Police.

The evaluation identified sustained improvements in leadership understanding, investigative planning and organisational approaches to managing complex digital investigations, demonstrating that the programme had delivered meaningful operational and organisational benefits.
